Throughout project we have engaged extensively with and listened to our stakeholders including the Scottish Government, the four nations and the awarding body, employers, workers, training providers and people with lived experience from all ages.
We carried out our review and based on your feedback from the consultation and our engagement activities we took action to improve the NOS.

Engagement activities
Our aim was to:
- involve Scottish stakeholders and UK-wide representatives in engagement and consultation activities, including steering groups, expert working groups, consultation events and surveys
- consider feedback from people with lived experience.
We:
- held three Stakeholder Advisory Group meetings and six Development Group meetings (with 45+ participants each), focusing on detailed discussion and advice for the NOS
- included dedicated engagement with people with lived experience
- conducted a UK-wide consultation survey, receiving 423 responses (281 from Scotland)
Key findings
You said:
- there are gaps in content, such as trauma-informed practice, dignity, kindness, compassion, participation, decision-making, digital skills, neurodiversity and sustainability
- some terminology is outdated and there is duplication between Health and Social Care NOS and Children’s Care Learning and Development NOS.
We:
- addressed content gaps by revising wording and integrating identified gaps into multiple NOS
- added four new NOS: Promote Play, Lead the effectiveness of teams, Supervise and support team members, Lead the use of digital technology
- updated and simplified terminology, developed a new glossary and made sure that terminology reflects current roles and responsibilities
- reduced duplication by combining NOS where appropriate, streamlining performance criteria and knowledge points and removing ‘common knowledge’
- reduced the total number of NOS from 212 to 151.
