It is part of our work towards achieving the Scottish Government’s Strategic Framework vision for Action on Palliative and End of Life Care that: ‘By 2021, everyone in Scotland who needs palliative care will have access to it’.
We developed this new learning resource in partnership with the sector including members from Scottish Care, Coalition of Care Providers Scotland, College Development Network Scotland and representatives from Ayrshire Hospice, Prince and Princes of Wales Hospice, NHS Forth Valley, Falkirk Community Hospital and Strathcarron Hospice. They’ve helped us improve ways to support health and social care workers’ learning and development in delivering quality palliative and end of life care on what matters to people, their families and carers.
The new palliative and end of life care guidance toolkit aims to provide health and social care workers with clear links, guidance and connections between the Enriching and Improving Experience Framework at the informed level and the required registerable qualifications which are considered integral to the delivery of high quality palliative and end of life care.
The toolkit is an open access resource providing opportunities to earn Open Badges and reflect on your learning at the end of every section.
The toolkit encourages you to gain a deeper insight and understanding on palliative and end of life care, with a focus on aspects that might be particularly relevant to your role.
The palliative and end of life care framework sits at the heart of this learning resource which also signposts links and connections to other resources, including personal outcomes and promoting excellence.

The framework
The Enriching and Improving Experience: Palliative and End of Life Care framework, builds on the considerable capacity and expertise that already exists in the health and social care workforce.
The framework describes the key domains that are integral to palliative and end of life care in all health and social care settings and outlines the associated knowledge and skills required by all workers who might come into contact with people who have palliative and end of life care needs, their families and carers. NHS Education for Scotland (NES) and the Scottish Social Services Council (SSSC) developed the framework.
The framework builds on and supports the learning and development needs of all health and social service workers. Integration means that more than ever, teams from different workplaces are coming together to provide care and support, focused on people’s needs.
The framework closely links to other work like self-directed support, carers, Promoting Excellence, the Health and Social Care Standards. Recognising and building on these links at local, regional and national level is key to successful implementation.
Palliative and end of life care resources
Our resources support the health and social care workforce who come into contact with people who have palliative and end of life care needs, their families and carers. What differentiates palliative care from just good care is the awareness that a person’s mortality has started to influence clinical and/or personal decision making. We listened to the sector to make sure we understand and manage the things that can help or prevent learning and development.
