Developing quality improvement leaders in Scotland’s social services

We are working with NHS Education for Scotland to offer funded places for the Scottish Improvement Leader (ScIL) programme.

We are committed to working with partners to support workers in social services develop quality improvement knowledge and skills. This includes use of the Model for Improvement which provides a framework for addressing improvement needs often identified via quality assurance activity. It has been used in health services for some time and in some parts of social services. However our engagement activity with the sector has highlighted that some services are not aware of the model and its potential or related improvement tools and techniques, so we are offering further learning support to develop its use.

To support this, and as part of our workforce development role, we are working with NHS Education for Scotland (NES) to raise awareness of their quality improvement learning programmes with social service workers. The Scottish Improvement Leader Programme (ScIL) is one of these and provides learning for workers in roles with a significant focus on quality improvement and dedicated time allocated to lead improvement projects. To increase the capacity of the sector in respect of leading quality improvement activity, we are funding additional places for social service workers in ScIL cohorts delivered in 2021-22.  Some places are available for learners across cohorts 33 and 34 and further places will be available later in 2021-22.

Applications are now open for places in cohorts 33 and 34. You can find details of the application process here. Applicants working in social services should tick ‘Social Care’ as the place being considered for in their application form. Preference will be given to workers in adult social care services.

If you would like to discuss programme before applying please contact Jess Alexander, SSSC Learning and Development Manager (Leadership and Improvement Learning) at

We are also planning to support existing ScIL trained people in social services deliver the Scottish Improvement Foundation Skills (SIFS) programme developed by NES. We’ll publish more information about this in the New Year, however if you would like to discuss it now, please contact Jess Alexander at

The closing date for applications is 22 January 2021.
